Every week we meet a homeowner who got a cheaper quote from someone outside our network and asked us to "just match the price." Half the time, that cheaper vendor isn't empanelled under PM Surya Ghar at all — which means the ₹78,000 subsidy the homeowner is counting on may never arrive. This is the one corner nobody should cut.
What "empanelled" actually means
Under PM Surya Ghar: Muft Bijli Yojana, the subsidy isn't paid to whichever installer you pick — it's paid through Direct Benefit Transfer (DBT) to your bank account, but only after your installation, system registration, and net-metering approval are all processed by a vendor registered on the state's empanelled list. In Karnataka, that means the installer is registered with BESCOM (or the relevant DISCOM for your area) and listed on the National Portal for Rooftop Solar (pmsuryaghar.gov.in) as an approved installation partner.
Empanelment isn't a formality. It means the vendor has passed technical vetting, uses BIS/MNRE-approved equipment, and — critically — has API access to file your subsidy application and net-metering request directly through the government portal. A non-empanelled vendor simply cannot do this on your behalf, no matter how good their panels are.
How to verify an installer is actually on the list
- Check the National Portal directly. On pmsuryaghar.gov.in, the consumer registration flow asks you to select your DISCOM (BESCOM) and then choose from a dropdown of empanelled vendors for your area. If a vendor's name doesn't appear in that dropdown, they aren't empanelled — full stop.
- Ask for their empanelment/registration ID and cross-check it against BESCOM's published vendor list (available on the BESCOM website under the solar/net-metering section). A legitimate installer will give you this number without hesitation.
- Ask who files your application. An empanelled installer files your subsidy and net-metering paperwork under their own vendor login. If a vendor tells you that you'll need to "self-apply" or use a "consultant" to file the subsidy separately, that's a strong sign they aren't empanelled.
- Confirm the DISCOM match. Empanelment is state- and sometimes DISCOM-specific. A vendor empanelled in another state, or even under a different Karnataka DISCOM, may not be valid for your BESCOM connection.
What happens if you go ahead with a non-empanelled installer
This is where it gets expensive. If you install with a vendor who isn't on the empanelled list:
- Your subsidy application either can't be filed at all, or gets rejected at the DISCOM verification stage once they see the installer isn't registered.
- You end up paying the full system cost out of pocket — the ₹30,000–₹78,000 PM Surya Ghar subsidy (depending on system size) is simply gone, because it was never claimable through that installer.
- Net metering approval can also stall, since BESCOM's inspection and commissioning sign-off process is built around empanelled vendors submitting standardised documentation.
- There is no retroactive fix. You cannot install with a non-empanelled vendor and then transfer the paperwork to an empanelled one after the fact — the subsidy is tied to the installation record, not just the equipment.
We've had homeowners come to us after this exact situation, hoping we could "help file the subsidy" for a system someone else installed. In almost every case, the honest answer is: not for that installation. The subsidy has to be built into the process from day one.
Red flags to check before you sign anything
- A quote that's dramatically below empanelled installer rates. Cutting empanelment, warranty backing, and BIS-certified equipment is how non-empanelled vendors undercut price. The gap usually isn't efficiency — it's corners cut.
- Reluctance to share their empanelment ID or BESCOM registration proof in writing, upfront, before you pay any advance.
- No GST invoice, or a "cash discount" pitch. Subsidy claims require proper documentation; an installer avoiding paper trails usually can't produce what BESCOM needs.
- Vague answers on who handles net metering. "We'll figure it out later" is not an acceptable answer for a step that determines whether your bill actually drops.
- No verifiable track record of BESCOM-approved installations in your area — ask for at least two recent net-metering-approved reference sites.
The cheapest quote on paper is often the most expensive system once you account for a lost subsidy. Empanelment isn't a marketing badge — it's the mechanism the subsidy runs through. Verify it before you sign, not after your DBT payment fails to show up.
